President Wolak called the meeting to order at 5:30 p.m. Present at roll call: Stirrett, Clark, Wolak, Cooper, Coenen, and Ballard. Awdey arrives at 6:40 p.m. Also present: Treasurer Adair, Ed Serwatowski, Sam Boelke, and Tim Cheek.
 
Discussed the General Budget.

President Wolak called the meeting to order at 7:03 p.m. All rose for Pledge of Allegiance. Present at roll call: Stirrett, Clark, Coenen, Wolak, Awdey, Ballard, and Cooper. Also present: Treasurer Adair and David Wagner.

ADMINISTRATIVE REPORTS
  • Treasurer Adair presented Council with her January, 2015, Treasurer’s Report.
  • F & V provided Council with the January 2015 Operations Report. Sewer Commissioner Stirrett stated that he met with F & V to finalize grease problem that occurred. He will bring back to a future meeting further information on a solution and costs. Stirrett and Trustee Clark discussed an alarm call mentioned in the report. Stirrett also stated that he has received no information from the Fire Department regarding the generator grant at this point.
  • The Planning Commission submitted their January 5, meeting minutes. Planning Commission Liaison Coenen stated that the new IGA should be opening around Memorial Day.

A. 2015 BRIDGE INSPECTIONS
The Village is required to have biennial inspections on all four of their bridges. Rowe Professional Services Company has provided the Village a quote to perform inspection on three bridges as the Prospect Street Bridge is being repaired this summer. Street Administrator Ballard recommends the Village sign the contract with Rowe for the inspections at a cost not to exceed $1,500.00.
 
MOTION by Ballard, seconded by Clark, to approve the Bridge Inspection quote from Rowe Professional Services Company in an amount not to exceed $1,500.00 and to allow the Street Administrator to sign on the Village’s behalf.

B. CONTRACT AGREEMENT BETWEEN THE VILLAGE OF ARMADA AND MICHIGAN NATURAL FEATURES INVENTORY AT MSU
As previously discussed with Council, the Village is required to perform a study for slippershell freshwater mussels in the creek around the Tietz Street Culvert before the Prospect/Tietz Street Bridge Projects can begin. The Village was presented a contract agreement from Michigan Natural Features Inventory at MSU to perform this study, and relocation of the mussels if necessary, for a cost of $3,000.00.
 
MOTION by Ballard, seconded by Clark, to approve the contract agreement between the Village of Armada and Michigan Natural Features Inventory at Michigan State University to perform a survey for slippershell freshwater mussel for a cost not to exceed $2,400.00, to relocate (if necessary) for a cost not to exceed $600.00, and to allow the Street Administrator to sign on the Village’s behalf.

C. EAST MAIN STREET PROJECT UTILITY POLE RELOCATION
Street Administrator Ballard informed Council that he was notified from Hubbell, Roth, and Clark, Inc. that there are five (5) street light poles that need to be relocated for the East Main Street Project. The cost for relocation provided from DTE is $2,920.83 and a contract will be provided from DTE for the Street Administrator’s signature.
 
MOTION by Ballard, seconded by Clark, that the Village of Armada enter into a contract with DTE Energy to relocate five (5) streetlight poles on East Main Street in advance of the East Main Street Reconstruction. Cost not to exceed $2,920.83 and to allow the Village Clerk and Street Administrator to sign on behalf of the Village.

D. MML PROPERTY POOL AND LIABILITY INSURANCE RENEWAL
Council was provided with the renewal for the Property Pool and Liability Insurance from the MML for approval.
 
MOTION by Ballard, seconded by Cooper, to approve the MML Liability and Property Pool renewal for the 2015 – 2016 term for a cost not to exceed $36,930.00.

UPCOMING AGENDA ITEMS
A. Street Administrator Ballard has spoken to Bob Hoephner from the Macomb County
Department of Roads regarding projects that are used for micro sealing over existing
pavement.
B. Ballard has also spoken to Helm Electric regarding the possible expansion of street
lights on East Main during the upcoming project. He will get back with Council after
this meeting.
C. Ballard also discussed hot patch which Trustee Stirrett has concerns about if it is the
same product used on Hollweg. Ballard will look into this and report back to Council.
D. Trustee Cooper discussed the Knox Boxes and an incident that happened at a down-
town business on Saturday that resulted in severe flooding which could have been
less if assistance could have entered the building.
