President Wolak called the meeting to order at 5:40 p.m. Present at roll call: Stirrett, Coenen, Wolak, Cooper, and Ballard. Awdey arrives at 5:56 pm and Clark arrives at 6:18 pm. Also present: Clerk Poulos, Treasurer Adair, Police Chief Howard Smith, Officer Phil Neumeyer, Sam Boelke, and Matt Fahr.
 
Discussed the General Budget, focusing on the Police Department.
 
MOTION by Ballard, seconded by Cooper, to postpone the discussion of 2015/2016 Village Street Funds until the 3-16-15 Budget Workshop.

President Cooper called the meeting to order at 7:05 p.m. All rose for Pledge of Allegiance. Present at roll call: Ballard, Awdey, Cooper, Clark, Coenen, Stirrett, and Wolak. Also present: Clerk Poulos, Treasurer Adair, Jeff Bahorski, Dennis LeMieux, Matt Fahr, Ben Delecke, Dennis LeMieux, and George Hebb.
 
AGENDA, APPROVAL OF
MOTION by Cooper, seconded by Ballard, to approve agenda as amended.
 
  1. Added $500.00 for Soil Erosion Permit For the Prospect/Tietz Bridge Project as Agenda Item D.

ADMINISTRATIVE REPORTS
  • The Building Department submitted its February, 2015 Building Report.
  • Planning Commission submitted their 2/11/15 Meeting Minutes.
  • Treasurer Adair submitted a revised January, 2015, Treasure’s Report.
  • Heard a report from the Sewer Commissioner who stated that there was another water leak in the Grit Room of the Sewer Plant. He stated that there is no heat in that building, which will need to addressed in the very near future, He also stated that the water bill for that building will obviously be increased as the leak was not found until the morning.

  1. Special Event Permits – Armada Area Schools – Four Corner Fundraiser approved the application from the Armada Area Schools for a Special Event Permit on March 14 - 15, 2015, for a four corner fundraiser.
  2. To set a Public Hearing date for the Ordinance amending Title IX, Chapter 98, of the Village Code of Ordinances to adopt the 2012 edition of the International Fire Code â€“ to set a Public Hearing on the proposed Ordinance amending Title IX, Chapter 98, of the Village Code of Ordinances to adopt the 2012 edition of the International Fire Code for Monday, April 13, 2015 at 7:00 p.m. and authorize the Armada Clerk to publish notice of the Public Hearing in the Armada Times.

3. NEW BUSINESS
 
A. SET BUDGET PUBLIC HEARING DATE/TIME
The Treasurer asked the Council to set the Budget Public Hearing date and time for March 23, 2015, at 7:00 pm. The Negotiation Committee acknowledged that they need to meet with the employees quickly to have the negotiations done before this Public Hearing. Council questioned whether the budget could be adopted without the water and sewer, Treasurer Adair stated that as proprietary they do not need to be adopted at the same time as the budget but the Village has never done that in her time here. Attorney Bahorski stated that he is not in favor of not adopting the entire budget at once.
 
MOTION by Ballard, seconded by Cooper, to set the Public Hearing date for approval of the 2015/2016 Fiscal Year Budget for March 23, 2015 at 7:00 p.m.

B. BUDGET AMENDMENTS
Treasurer Adair submitted several budget amendments for Councils approval.

C. DISCUSSION ON VILLAGE MANAGER
Trustee Stirrett presented Council with a proposal (on file), for discussion and consideration at a future RCM, to hire a Village Manager/Project Manager/Deputy Administrator to be the point person for Village projects. A lengthy discussion followed with Council agreeing to review and bring this item back to the April 13, 2015, RCM.
 
D. $500.00 FOR SOIL EROSION PERMIT FOR PROSPECT/TIETZ BRIDGE PROJECT
Street Administrator Ballard brought this item to Council. He stated that he has received word from Great Lakes Engineering that the Village needs to apply for the Soil Erosion Permit for the Prospect/Tietz Bridge project. He state that as the owner of the bridges, the Village must apply and pay for this permit.
 
MOTION by Ballard, seconded by Cooper, to pay $500.00 for a Soil Erosion Permit for the Prospect/Tietz Bridge Project and to allow the President or Street Administrator to sign on the Village’s behalf.

CITIZENS COMMENTS
Ben Delecke informed Council that he thaws frozen pipes in other communities and wanted Council to know that the Village has a very good water system because the pipes do not freeze.
 
COUNCIL COMMENTS/COMMUNITY EVENTS
Trustee Clark informed Council that there was a water main break on Tietz Street, which happened last year. He stated that when the street was repaved years ago, the water lines were not replaced therefore there are very old pipes under that road.
Trustee Awdey announced that he would be resigning his Council seat effective May 1, 2015, as he has taken a new job and is travelling.
Trustee Stirrett stated that his wife is mad about the water on the Spencer Street sidewalks. Ballard stated that three drains were added to alleviate this problem and it could just be that the snow is melting quickly and causing localized flooding.
Clerk Poulos announced the Armada High School Project Graduation Silent Auction that will be held on March 28, 2015, at Creekcenter at 7:00 pm.
Ben Delecke announced that 10th annual ABA Easter Egg Hunt on March 28, 2015, at 11:00 am at the Fairgrounds.
Treasurer Adair announced Celtic Cross performing on March 16, 2015, at the Library.
